
In a modern civilization, where life and its sustenance is considered as a pivotal human right, will capital punishment bring any change in the long run.
If we deliberate upon this issue, deeply, we may sometimes question that has death punishment been successful in terminating terrorism or any violent activities so far. This question has more relevance in all conflict area in the world. In India, North East, Jammu and Kashmir; the Naxal corridor from Pashupati to Tirupati are major conflict area. The answer to such question is negative.
Death punishment, as a legal provison has been placed in our legal book, to make the culprit understand that death is the ultimate fear. But, off late, we have gone through reports where terrorists have even invented schemes like human bomb, Fidayeen and the like. It is indicating that once the terrorists have been successful in overcoming, the ultimate fear of death, death punishment has insignificant impact in their mindset. Their fear psychosis has gone with the wind.
While overcoming the ultimate fear, people tend to commit crime, without hesitation, come what may. Terrorists have by now, as the reports say, have become more enthusiastic to embrace death. The suicide attack in the World Trade Center, Fidayeen movement has proved that death sentence cannot prove any positive result.
So, the main aim should be to kill the evil instincts inside the terrorist themselves. The death of one evil would proliferate more evil in tens and thousands.
It is necessary to bring them to the mainstream because they have been deviated from the mainstream life. We should be optimistic in making such effort. It is well known that no one can be perfect. At the same time, no one totally imperfect. Even the dreadest criminal must have some positive instinct. It is the urgent need of the hour to focus on the positive values suppressed under or might be at the unconscious level of the terrorist psyche.
For this, terrorist rehabilitation centers can be built; where hardcore militants will be treated with psychological experiments.Such rehabilitation centres should be under complete security. Effort should also be made to know why they have turned into terrorists. Is it because of unemployment or the like? Are they being allowed by any foreign power or power seekers to rule over the world? Or, whether they being brainwashed.
In this context, we can refer to Mohd. Kafeel, a silent, shy engineer from Bangalore, who was brainwashed by some jehadis, ultimately leading to the Glasgow attack.The deep rooted jehadi or separatist instinct should be diagonised and make them realize that they can lead a better life ahead.
Capital punishment is similar to killing a person who has suffered from some ailment like terrorism, Naxalism or cholera, malaria, without diagnosing him. Treatment is important by proper diagnosis to understand the root of the germ. Without treatment, it will spread like an epidemic or more precise, it has spread as an epidemic.
